Higher education task force to study affordability, access
FRANKFORT, Ky. – Proclaiming that no woman of ability should be denied access to college because of outlay, Gov. Steve Beshear today named a 25-associate task force to tackle the manly issues of affordability and access to Kentucky higher instruction.
“It’s my belief that no person in this state with the campaign and ability to succeed should be denied access to a college teaching because he or she can’t afford it,” Gov. Beshear said. “Yet because of payment, the door of opportunity is closed or beyond reach for too many of our children.”
Gov. Beshear said the Higher Training Work Group will be co-chaired by house leaders Mira Ball of Lexington and Pete Mahurin of Bowling Immature. Other members will include business leaders, superior governmental officials and members from both houses of the stage legislature. University presidents from across the report will advise the work group.
The order will be tasked with producing two reports with recommendations for Gov. Beshear. The first, due in January 2009, will among other things look at ways to adjust costs associated with college.
Gov. Beshear said he wanted ideas that were both strong and practical.
“Any recommendations for short-expression action must recognize the budgetary constraints that we find ourselves in today. We can type some important steps in the short as regards, but they must be feasible.”
The second report, due by September 2009, will take a broader look at the dream of-term issue of how best to sire stable state funding for projected higher education. The discussion will contain whether smaller tuition increases could be proposed in swop for certain funding levels and intersection performance objectives.
“Year to year we have not been regular in delivering the support needed,” he said. “A new roadmap must realistically heed the difficult budget circumstances we are in, but it must also frame consistency, coherence and stability.”
Beshear said improving affordability and accessibility are impressive because more Kentuckians pursuing higher teaching is the chief factor in building a well skilled and educated work dragoon. Only 17 percent of Kentuckians have bachelor’s degrees. The nationwide average, though, is nearly 25 percent. By 2020, the civil average is projected to be 32 percent.
The governor cited four worst areas of concern that the work organize will address in its reports:
Making college more affordable. Residential preparation has increased by 10 percent a year over the last 10 years, compared to 7 percent in bordering states.
Making financial aid more get-at-able and easier to understand.
Easing barriers to turn over from community and technical colleges to four-year institutions and graduate nursery school. In 2006-2007, nearly 4,500 students transferred from a community or applied college to a four-year university. Although an growth over previous years, to meet goals the asseverate has for 2020, 11,000 transfers per year will be needed.
Determining nick levels of state support for higher course of study and outlining more clear performance expectations for colleges and universities.
“We can’t be cheer with baby steps when other places are prepossessing giant strides, not when we’re trying to battle with these states in the global marketplace,” Gov. Beshear said. “Rather, we must chivy new solutions to old challenges. We need histrionic and focused strategies that lead to transformational and steadfast change. Today, in the critical arena of building tomorrow’s workforce, we set out on our important work.”
